I count starchy vegetables as “vegetables” and all grains (plus potatoes, yams, and sweet potatoes) as “grains.” The line has to be drawn somewhere. If you want to make a change, I would only recommend moving starchy vegetables into the “grain” category. I would not recommend moving potatoes, yams, or sweet potatoes into the “vegetables” category. Starchy veggies and non-starchy veggies are all veggies. The only reason I separate them out in the table is to make people aware that if they want to lose weight, they shouldn’t be choosing all starchy veggies all the time.
